Collaboration with United Nation Regional Center for Preventive Diplomacy (UNRCCA).
The United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) is a special political mission of the United Nations Organization established in 2007 in Ashgabat, Turkmenistan upon the initiative of the five Central Asian states. The role of the Centre is to identify and address existing and potential threats to regional stability. In addition, the Centre facilitates partnerships between the governments of Central Asia in cooperation with regional and international organizations.
The Regional Centre is an example of political engagement and preventive efforts by the United Nations in support of Member States. It is mandated to liaise with the Governments of the region on issues relevant to preventive diplomacy; to provide monitoring and analysis; to maintain contact with regional organizations and facilitate coordination and information exchange. In addition, the Centre is to provide an overall framework and leadership for the preventive activities of the UN country teams and to maintain close contact with the UN Assistance Mission in Afghanistan to ensure a comprehensive and integrated analysis of the situation in the region.
UNRCCA promotes dialogue among Central Asian states on trans-boundary water management in the region. By doing so, the Centre seeks to build support for initiatives addressing environmental and other problems affecting the Aral Sea Basin, together with the International Fund for Saving the Aral Sea (IFAS) and other partners. UNRCCA provides support to the governments in building capacity in water diplomacy and modernizing the regional legal framework on the management of trans-boundary water resources in accordance with international law and the existing legal arrangements in the Aral Sea Basin.
The Centre also assists countries in establishing a regional procedure/mechanism on harmonized and effective implementation of the key principles of international water law in the Aral Sea Basin. The Centre also interacts with Central Asian countries to raise awareness on the threat of glacier melting and climate change. International seminars are conducted for needs analysis, strengthening of regional dialogue for glacier research and climate change adaptation in order to promote sound water management decisions.
Centre promotes a dialogue between the governments of the Central Asian countries in finding solutions for emerging problems and eliminating potential threats; to keep regular contacts with international organizations, operating in the region, to stimulate their peace-making efforts and initiatives; to cooperate with other UN Agencies, working in the field of sustainable development and conflict prevention.

UNRCCA in cooperation with the Interstate Commission for Water Coordination (ICWC), publishing four issues of an early warning bulletin on potentially problematic situations on trans-boundary rivers every year since 2014. These bulletins provide the only dataset on trans-boundary water used by the region’s decision-makers that is shared amongst all five countries. Most recently, in 2018, UNRCCA expanded cooperation with ICWC to launch an annual Central Asia Water Yearbook that includes detailed information about developments in the field at the national, regional and international level. Сотрудничество с Региональным центром ООН по превентивной дипломатии для Центральной Азии (РЦПДЦА).
Региональный центр Организации Объединенных Наций по превентивной дипломатии для Центральной Азии (РЦПДЦА) является специальной политической миссией Организации Объединенных Наций, созданной по инициативе правительств пяти государств Центральной Азии в 2007 году, со штаб-квартирой в г. Ашхабаде, Туркменистан. Основной задачей Центра является оказание содействия государствам Центральной Азии в выявлении и устранении существующих и потенциальных угроз миру и безопасности в регионе. Кроме того, Центр способствует продвижению партнерских отношений между государствами Центральной Азии в сотрудничестве с региональными и международными организациями.
Региональный центр является примером политического участия и превентивных усилий Организации Объединенных Наций в поддержку государств-членов. Центр уполномочен поддерживать связь с правительствами стран региона в вопросах превентивной дипломатии; проводить мониторинг и анализ; поддерживать контакты с региональными организациями и содействовать обмену информацией.
РЦПДЦА поощряет диалог между странами Центральной Азии по вопросам трансграничного управления водными ресурсами в регионе. В дополнение к этому, Центр оказывает поддержку инициативам, направленным на решение экологических и других проблем, влияющих на ситуацию бассейна Аральского моря, совместно с Международным фондом спасения Арала (МФСА) и другими партнерами. РЦПДЦА также оказывает содействие правительствам в создании потенциала в сфере водной дипломатии и модернизации регионально-правовых рамок по рациональному использованию трансграничных водных ресурсов в соответствии с международным правом и действующими нормативно- правовыми нормами в бассейне Аральского моря.
В рамках водного проекта Центр продолжает организацию обучающих семинаров и встреч национальных экспертов из ЦА и Афганистана, которые способствуют росту информированности участников, налаживанию контактов, вносят вклад в понимание ключевых проблем и имеющихся преимуществ от сотрудничества. Кроме того, Центр обеспечивает политическую основу и руководство превентивной деятельностью страновых команд системы ООН и поддерживает тесные контакты с миссией ООН по содействию Афганистану в целях обеспечения всеобъемлющего и комплексного анализа ситуации в регионе.

РЦПДЦА в сотрудничестве с НИЦ МКВК каждый год выпускает 4 бюллетеня раннего оповещения с информацией о текущей и прогнозной ситуации в бассейнах рек Сырдарья и Амударья, а также издан второй выпуск Ежегодника «Вода в Центральной Азии и мире», в котором представлена краткая информация о ключевых событиях, произошедших в 2018 г. в сфере водных ресурсов в ЦА и мире.
