The Water basin organization has been responsible for operating and maintaining the significant water infrastructure, and for managing water allocations among the Syr Darya riparians ever since. This entity was also charged with coordinating water releases from reservoirs and the associated production of electricity from dam turbines. During the Soviet period, however, the main focus was on irrigation (i.e. maximizing cotton production for exportation and internal consumption), not power generation.
