National water legislation

By resolution of the Government of the Republic of Kazakhstan the action plan for the implementation of the state program of water management was approved. Events are grouped into five target indicators defined by the state program and aimed at water conservation, additional increase of available water resources and improving the management of water bodies.

1) reduction in water consumption per unit of GDP by 33%.

2) increase of amount of additional surface water resources by 0.6 cubic km.

3,4) water supply and sanitation in settlements.

5) Addressing the annual needs of natural objects in water at level of 39 cubic km.

Bilateral cooperation

Memorandum on bilateral cooperation in the field of ecology was signed during the meeting of Minister of Water Resources and Environment Nurlan Kapparov with Minister of Water and Environmental Protection of the UAE (United Arab Emirates) Rashid Ahmed bin Fahd. Heads of Ministries of two countries discussed issues involving technology and investment in alternative sources of energy, solid waste management and water resources, as well as a new partnership program "Green Bridge"

Water-energy relations

With the breakdown of gas supplies by Uzbekistan to the southern region of Kyrgyzstan, as well as the lack of contact between the two governments,  Bishkek offers different options for developing relations with Uzbek partners. Addressing to the Prime Minister of Kyrgyzstan Djoomart  Otorbaev Kyrgyz parliamentarian Ishaq Pirmatov spoke in favor of use of water resources as a lever of influence on the Uzbek side.

Water-energy relationship

State Energy holding "Barki Tojik" began supplying electricity to Kyrgyzstan in the amount of 2 million kWh/day. The agreement between Tajik and Kyrgyz representatives was achieved on May 14 in Dushanbe. Under the agreement, Tajikistan exports electricity to the amount of 600 million kWh in the summer season. As explained in the Ministry of Energy and Water Resources of Tajikistan, this option is more profitable than idle water releases by passing hydropower turbines.

Water Policy

In Tajikistan, a meeting of the Coordinating Council on Water Resources was held. This body established under the auspices of the UN Economic Commission for Europe (UNECE) has been promoting the development of the water sector of the country. The forum participants exchanged experiences in transboundary water management, reviewed the plan of reforms of the water sector, discussed the progress on improving the national Water Code, as well as consult on global action program in the field of development after 2015.

Bilateral cooperation

Speaker of the National Assembly (lower house of parliament), Sardar Ayaz Sadiq of Pakistan arrived to Dushanbe with official visit. During the two-day visit Speaker to meet Tajik president, the speakers of both chambers of Tajik parliament, Security Council Secretary of Tajikistan. It is also expected that Speaker of the National Assembly meets with the Minister of Energy and Water Resources Usmonali Usmonzoda and visit Nurek HPP.

International cooperation

Ministry of Agriculture and Water Resources of the Republic of Uzbekistan in the first quarter of 2014 has attracted foreign investment of $ 8,598 million and assimilated investment of $ 17.072 million investment  within 15 projects. It is noted that the projects related to the use of water resources carried out jointly with the Asian Development Bank, the World Bank, the Kuwait Fund for Arab Economic Development, the Islamic Development Bank and the OPEC Development Fund.

Bilateral cooperation

Ambassador of Finland to Turkmenistan Niklas Lindqvist arrived to country with working visit. In the course of the meeting in Ministry of Foreign Affairs of Turkmenistan parties discussed the theme of further expansion and deepening of bilateral cooperation in the economic, political, cultural, educational and humanitarian spheres, as well as in the field of water resources management. As noted, in the long term Turkmenistan in issues of economic development will rely on principles similar to those used by Finland.
