National water legislation

President Nursultan Nazarbayev signed the Decree "On State program management of water resources of Kazakhstan and on making additions to the Decree of the President of the Republic of Kazakhstan dated March 19, 2010 № 957 "On Approval of the List of government programs". As noted, the strategic objective of the State program is to ensure water security of the Republic of Kazakhstan by improving the efficiency of water management. The main objectives of the State program are: guaranteed provision of population, environment and economy sectors with water resources by implementation of water conservation and increase the volume of available water resources; better management of water resources; preservation of aquatic ecosystems.

Bilateral water cooperation

Kazakhstan and China plan to complete this year the assessment of transboundary rivers - Ili and Irtysh. Since 2011 Kazakhstan and China have been running the project on assessment of transboundary rivers. This year the project is to be completed. By 2015-2016, Kazakhstan plans to sign an agreement on joint water use and protection of these rivers, report official media with a quote to Vice Minister of Environment and Water Resources of Kazakhstan Yerlan Nysanbayev.

Agriculture

The Government of Kazakhstan and the World Bank signed agreement on loan in the amount of 102.9 million dollars to support efficient use of water resources and modernization of irrigation infrastructure in country. In total, institutional and agricultural activities of the project will benefit 40 thousand farms. Rehabilitation and modernization of irrigation and drainage systems on an area of over ​​100 thousand hectares are to ensure well-timed and adequate supply of farms. In turn, this will help to save about 300 million cubic meters of irrigation water per year.

Water release

Environmental water releases in Irtysh completed in 2014. In April of this year the interdepartmental commission on water resources usage of Upper-Irtysh reservoirs cascade approved schedule of release proposed by Pavlodar region in a volume of 6.25 cubic km. Currently, data are being revised, but already preliminary inundation of Irtysh floodplain will provide optimal conditions for fish spawning and conservation of flora and fauna of floodplain landscapes.

Water supply project

About 3 thousand families in Talas region are provided with clean drinking water within project "Taza Suu". Head of the World Bank office in Kyrgyzstan Alexander Kremer acquainted with results of the project in Kuugandi village districts of Talas region. According to the head of Kuugandi village administration Sabatar Suyunbekov, currently 497 yards are provided with clean drinking water within project "Taza Suu", that is 2987 people. "We were trying to join this project since 2006, but we did not succeed. And in 2011 we were able to achieve this. We have collected the required 5% contribution from the population for water supply and installation of the system. After that tender was conducted for installation of the system. In 2013, the system was installed"- said S.Suyuntbekov .

Law "on the glaciers"

The law proposes Glacier Monitoring Service establishment, as well as  creation of conditions for training personnel in the country - glaciologists and meteorologists. The law sets standards (requirements) for protection and monitoring of glaciers, snowfields and permafrost to preserve them primarily as strategic reserves of fresh water used for drinking, irrigation, hydropower production. The law introduces restrictions on certain types of economic activities in the area of ​​glaciers and periglacial areas. In particular, the following activities are prohibited: 1) discharges, scattering, or a buildup of contaminants or elements, chemicals, wastes or residues of any nature or scope; 2) open pit mining and hydrocarbons.

Basin planning

The final fifth training on basin planning for the working group to develop and implement a plan for the river basin Isfara was conducted. Training took place in the framework of the European Union project "Support to water and river basin organizations in Central Asia (WMBOCA)», which implements German Society for International Cooperation (GIZ) within the program "Transboundary Water Management in Central Asia". The training purpose is the adoption of the Basin Plan for Isfara river. The plan includes an analysis and evaluation of the current and prospective of basin, a list of priority issues, long-term vision of the basin and mechanisms for the implementation of measures aimed at solving of existing problems.

Round table on water resources

Committee of the Legislative Chamber of Uzbek Parliament on Agriculture and Water Affairs in collaboration with Tashkent State Agrarian University and Tashkent Institute of Irrigation and Reclamation held a "round table" dedicated to improving of water resources management. The event was remarkable for exchange of views on the issue of productive water use, identifying of untapped resources, further improving of legal relations in the water sector, study of the relevant experience of the developed countries and the practical application of science.

International round table

In the European Parliament building in Brussels a "round table" on "Problems of the Aral Sea and water resources management in Central Asia" was held. During the "round table" participants were informed about the situation in the Aral Sea region, its environmental and socio-economic impacts, impact of the crisis on public health and ecosystems of Aral region. They also acquainted with efforts of Uzbekistan on disaster prevention, deterioration of life, as well as the creation of conditions for maintaining the delicate ecological balance of the region. To the attention of the participants principled position of the republic on the use of water resources in the region was brought, including the construction of new hydro on transboundary rivers in Central Asia. There was a need to consider the interests of all states in the region in implementing such projects and compliance with universally recognized norms of international law in this area.

Caspian states conference on biological resources

April 14 to 17 Turkmen capital Ashgabat hosted the fifth meeting of the representatives of the authorized organizations in the fisheries of the Caspian states. The event was dedicated to the discussion of the draft Agreement on conservation and sustainable use of biological resources of the Caspian Sea. The result was a single agreement document name - Agreement on the conservation and rational use of biological resources of the Caspian Sea water resources, including management of shared stocks. Also, the parties managed to agree on key article, which focuses on the competencies of Intergovernmental Commission for the conservation and sustainable use of biological water resources, which will be created in future.
