Rehabilitation of Aral Sea

In Kyzylorda region the second phase of the global project "Syr Darya Control and Northern Aral Sea" (RRSSAM) is to be started. According to the head of the Department of regional economy and budget planning Saule Kulumbetova, the project will help to ensure sustainable water for more than 60 thousand hectares of irrigated land, irrigation of pastures and hayfields, lake systems. The project works areas are as following: the restoration of the left-bank gateway controller of Kyzylorda hydroobject, building dams in Kazalinsk and Karmakshy areas, straightening of Syr Darya in areas Korgansha and Turumbet, construction of road bridge near the of Birlik village in Kazalinsky region, rehabilitation of Kamystybasskaya and Akshatauskaya lake systems, reconstruction and expansion of nursery ponds at the site Tastak of Kamystybasskogo hatchery in the Aral Sea area.



UNECE Water Convention

Head of State Nursultan Nazarbayev signed the Law of the Republic of Kazakhstan "On ratification of the amendments to Articles 25 and 26 of the Convention on the Protection and Use of Transboundary Watercourses and International Lakes", according to a statement referring to the presidential press service. November 28, 2003 in Madrid Articles 25 and 26 of the Convention were amended to enable the accession of countries that are not members of the European Economic Commission to this international act.




Preventive measures to combat drought

Department of Water Resources and Irrigation under Ministry of Agriculture of Kyrgyzstan is taking all measures to prevent the threat of drought in 2015. At the moment, “we have carried out all the filling of reservoirs, BSR, BDR, which will be used to irrigate the land. We are at an accelerated pace of repair work and clean-up measures, and we hope that by the beginning of the growing season all facilities are ready”, said the deputy director of the Department Tilek Issabekov.



A reduction in cotton area

In Kyrgyzstan, cotton fields are being reduced, said Head of the Ministry of Agriculture at a meeting of the Parliamentary Committee on Agrarian Policy, Water, Environment and Regional development. Such situation drew criticism of deputies, who noted that it was unacceptable to reduce the area each year by 10 percent. They accused the Ministry of Agriculture in an improper support of cotton-growers. According to the Minister of Agriculture Taalaybek Aidaraliev, area has been reduced due to the fact that there are no investors, and chinese varieties of cotton grown in the country are not the best quality and are not in demand.




Environmental Forum of the OSCE

According to the speech of the Chairman of the State Committee for Nature Protection of the Republic of Uzbekistan B.Abdusamatov, Uzbekistan widely introduces the principles of integrated water resources management (IWRM), modern water-saving technologies, automated monitoring and control of water distribution, measures are taken to improve the technical condition of water facilities and irrigated lands, diversification of production and much more. Measures taken twice reduced the area of cotton and its production, which now stands at 3.4 million tons per year. However, interference with the natural flow of transboundary rivers can endanger water, food and environmental security, which in turn will have a negative impact on the welfare of the population living here, especially in the lower reaches of the main large rivers of the region, noted Abdusamatov.




ADB grant to Tajikistan

The Asian Development Bank (ADB) is increasing its assistance to Tajikistan by approximately $20 million in 2015, increasing the planned annual program of assistance to 79 million US dollars. From planned $79 million, ADB is preparing a project in the amount of $30 million to improve water management and strengthening adaptation to climate change in the irrigation zone Chubek that will help increase the income of farmers.



Statement by Foreign Minister

Minister of Foreign Affairs of Tajikistan Sirodjidin Aslov spoke at the annual Saragossa International Conference "UN-Water" on "Water and Sustainable Development: From Vision to Action". In his speech, the head of the Tajik Foreign Ministry also said that growing influence of modern challenges and global changes on the status and availability of water resources requires countries to focus more attention on water issues, consolidating our vision and actions, firstly, the use of adequate and effective approaches and tools for implementation.




For the construction of Rogun HPP in Tajikistan's state budget for 2015 1.6 billion TJS (rate $ 1 = 5.65 TJS) will be planned, which is 260 million more than last year. Last year, the state budget for reconstruction of the Rogun project and relocation of residents from the area of possible flooding planned to allocate 1 billion 315 million. However, factually it was utilized 1 billion 106 million Somoni, which is 84% of the total funds provided.
